Major Discovery

In “Major Cover Up” Robbileaks revealed that New Hampshire State Police Executive Major Matthew Shapiro was the at-fault driver in a fatal crash that killed his high school girlfriend Tara Linehan. The crash occurred on September 20, 1987 on Route 103-A in Newbury. Shapiro was uninsured at the time of crash. He was also allegedly speeding and fighting with Tara at the time of the crash. Robbileaks attempted to confirm much of this via a 91-A request to the responding agencies. Despite being the lead investigative agency in the crash, the New Hampshire State Police maintains they cannot find their copy of the crash report because the incident occurred so long ago. It appeared that no law enforcement agency could produce any documentation on this crash…until today.

Robbileaks can now definitively say Matt Shapiro was both speeding and arguing with his girlfriend at the time of the crash. This is because Newbury PD was able to locate their reports on the incident! Shapiro admitted to the responding Newbury Officer that he was arguing with Tara Linehan before the crash. He also admitted to “going a little fast, but not wicked, wicked fast.” (See Receipts) No odor of an alcoholic beverage was detected by either the Newbury officer, or Trooper McCarthy of the New Hampshire State Police. Shapiro also denied being on any medications that might have impaired him at the time of the crash. According to the report, Shapiro was advised of his Miranda Rights prior to any questioning. Per procedure, both the State Medical Examiner and the Merrimack County Attorney’s Office were notified immediately of the fatality. (See Receipts)

Interestingly, Newbury is a town of just over 2,200 people. The Newbury Police Department consists of a Chief, one Sergeant, four full time officers and two part time officers and an administrative assistant. Despite this meager staff, Newbury PD was somehow able to locate their copies of all documents relative to this crash.

Colonel Nate Noyes loves telling anyone within earshot that the Division of State Police is the best law enforcement agency in the nation. (Methinks thou doth protest too much.) If that is the case, how is it he and his staff can’t seem to locate their copy of the crash report?

A copy of the crash report is almost certainly in Executive Major Shapiro’s background investigation packet, located within his personnel file. This report would have been included in his background investigation at the time he applied. (At least it should have been.) That material will stay in his file until 20 years after he leaves the Division of State Police.

Robbileaks would like to suggest Colonel Noyes direct his staff to look in that file. Perhaps they would have a little more luck finding that report. If Colonel Noyes gets stuck, maybe he could reach out to Chief Wheeler at Newbury PD. I’m sure the Chief would be more than happy to provide a little guidance to Colonel Noyes.
