The Numbers Don’t Lie

Last week, RobbiLeaks shared the story of Gary Brockney and how the registration on his John Deere Gator was effectively held hostage by Commissioner of Safety, Bob Quinn.  Despite having this model of vehicle (and successfully registering it) since 2013, Brockney started having issues in the last year or two.  It began with a threatening letter about where he parked the UTV in 2020 (an election year) and continued with numerous traffic stops by State Trooper Andrew Wilensky.  Despite being a full-time certified police officer, Wilensky could not name or cite any specific violation other than “you just can’t drive this.”  

When Brockney attempted to renew the registration last month, he was told it was “frozen” or suspended.  Brockney contacted Executive Council member Joe Kenney, who provided him with the cell phone number for DMV Director, John Marasco.  Marasco reportedly told Brockney he would have to defer to Commissioner Quinn.  According to Brockney, Quinn spoke to him on the phone and told him he would allow the registration of the vehicle, but only if Brockney agreed to remove the political campaign signs from it.  Brockney agreed.  Later that week, the “freeze” or suspension on the registration was lifted and Brockney was able to register the John Deere Gator.

In a statement to the Union Leader regarding Brockney’s registration, Commissioner Quinn’s spokesperson, Tyler Dumont claims “the Commissioner never spoke to Brockney.”  (See attached Receipts).  So, did Commissioner Quinn speak with Brockney?

Brockney stated that Quinn spoke directly to him more than once.  He made this claim to RobbiLeaks in both a phone interview, and later in an in-person interview.  He then repeated it to the Union Leader. Mr. Brockney has not deviated from his claim and sounds very credible.  Fortunately, RobbiLeaks was able to view Brockney’s cell phone.  Guess what appears in the call log of Gary Brockney’s cell phone?  The state-issued cell phone number for DMV Director, John Marasco as provided by Joe Kenney.  This number is in the call log not once, not twice, but FIVE TIMES.  That’s right.  There were no fewer than five phone calls between Gary Brockney and Director John Marasco’s cell phone.

If you recall from an earlier RobbiLeaks story (“Rules are for Thee, Not for Me”) John Marasco (then a Major in the State Police) has a peculiar habit of handing his phone to others when a questionable phone call has to be made.  He allegedly handed his phone to Trooper Arteaga when Commissioner Quinn needed to request an illegal criminal records query.  Now, we see FIVE contacts between DMV Director Marasco’s cell phone and Gary Brockney.  That seems to be a lot of conversations for Director Marasco to simply say that he can’t make a decision and has to ask his boss.  Or did that cell phone find it’s way into the hands of Commissioner Quinn? 

Beyond the Marasco calls on Brockney’s phone, there is one that originates from the State of New Hampshire’s Bureau of Registrations on February 23, 2023.   Sources close to RobbiLeaks say the Bureau Chief of Registrations, Jefferey Oberdank is claiming to have made that specific call.  Did Quinn use Oberdank’s line to contact Brockney?  Did Chief Oberdank call on behalf of Commissioner Quinn?  Is Chief Oberdank “throwing himself on the grenade” for Quinn, just like John Marasco, Vic Muzzey and Michael Arteaga did in the case of illegal criminal queries?  After all, those three of Quinn’s minions (aka “Quinnions”) were all rewarded with promotions.  One can only wonder which position Jeff Oberdank is vying for.  Regardless of the caller, someone from the State of New Hampshire insisted Gary Brockney remove political signs from his vehicle as a condition of registering it.  That someone (and perhaps others involved) need to be fired.

There are a couple of other calls that originate from Concord which Gary Brockney does not recognize.  Perhaps Quinn used one of those lines.  Maybe the Department of Justice should actually investigate these allegations.  If true, Quinn’s actions are not just a violation of Brockney’s First Amendment Rights, they would also constitute the crime of Official Oppression.  (That would be the same Official Oppression Quinn likely committed with the illegal criminal record queries.) However, given the way things have gone in the past, it is likely that Quinn will be given yet another pass, and he will continue to violate the law with impunity. 

Fear not, RobbiLeaks readers, for the Division of State Police is undoubtedly looking into the matter.  At this time, there is at least an unofficial internal investigation being conducted into the conduct of Trooper Andrew Wilensky, who stopped the Brockneys on the John Deere Gator two or three times.  (RobbiLeaks has requested records from these stops via RSA 91-A.)  Will this be a real investigation into the entire incident, or is this just an effort to see how the Division can sweep yet another scandal under the rug?  Or will Trooper Wilensky find himself on the altar of the sacrificial lamb?  Is it possible that Wilensky knew of Quinn’s opposition to Brockney’s political views and decided to take action in hopes of gaining the Commissioner’s favor?  Those who do Quinn’s bidding are frequently rewarded with advancement.  Wilensky may not be in the Nate Noyes “Vacation Club,” but it appears he is trying hard to be one of the “Quinnions.”

Given that registrations cannot be “frozen” or suspended without the approval of the Director of the DMV, what did John Marasco know about Gary’s John Deere Gator and when did he know it?  On what basis did he approve the hold on the registration?  What information did he forward to Commissioner Quinn and when? Wilensky’s July 11, 2022 letter (in Receipts) is addressed directly to Marasco.  There is no mention of political signs in the letter.  How did anyone in Concord know there were political signs on Brockney’s vehicle? What phone calls did Quinn make, on which lines, and to whom?  All of these questions demand answers.

One thing is becoming very clear: Commissioner Quinn has “weaponized” the Department of Safety in order to go after those who expose his illegal actions, and those whom he deems to be political enemies.  Similarly, he rewards those who assist in his unethical efforts and coverups.  

*Side Note: Governor Sununu announced Quinn’s nomination for another term last week.  The announcement came on the same day as the Whistle-Blower Complaint against Quinn was dismissed by the Court.  Don’t worry, though.  New Hampshire’s State Government isn’t corrupt in the least.
