Victory Lap
Two weeks ago, Colonel Nathan Noyes of the State Police announced his retirement. To be more accurate, he resigned before completing his term of office. Perhaps he was forced out by Commissioner Quinn. Maybe Colonel Noyes just had enough. After all, he was working only a part time schedule for some time. One thing is very clear: This was a case of way too much jobfor way too little man.
That said, RobbiLeaks would like to forego all modesty and take a well-deserved victory lap. We have called for an end to the failing administrative triumvirate of Quinn, Noyes and Shapiro. One down, two to go. We can only hope that Noyes’ departure serves as a harbinger of good things to come.
On his way out of office, Colonel Noyes continued to dazzle with some outstanding managerial moves: He promoted Lieutenant Steven Sloper to Captain, outraging virtually the entire Division. Sloper is well known for his incompetence and lack of integrity, having failed to complete and submit reports in the Farmington double homicide, and then lying about it during the internal investigation. Because he should have been fired and placed on the EES list, but was instead promoted by his buddy, he is now known as “The Phoenix.” Despite his best efforts to torch his career, Sloper truly rose from the ashes with the assistance of the “Vacation Club President”, Colonel Noyes. The Division will undoubtedly be “thanking” Noyes for this little gift for years to come.
Noyes also reassigned a Sergeant from a patrol assignment in Troop E (Carroll County) to the Communications Center in Concord, known as IPOC. At first blush, this doesn’t seem like such a big deal. That is, until you realize this Sergeant is now commuting one hundred thirteen (113) miles EACH WAY. We here at RobbiLeaks make no claim to great mathematical acumen, butwe are going to give this a try anyway: 113 miles each way equals 226 miles round trip. A Dodge Charger averages about 25 miles per gallon. A 226 mile daily commute requires approximately 9 gallons of gas. Gas is about $3.50 a gallon, multiplied by 9 equals $31.50 in fuel per day, $157.50 per week and $630.00 per month…just to commute. Bear in mind, the Sergeant is NOT patrolling. No work is being done while he drives to and from work. Also, we are certain the New Hampshire citizens don’t mind paying a Sergeant for 40 hours of work per week, when approximately 20 of those were spent commuting. (Troopers are paid portal to portal, so yes, he drives 4+ hours to/from work, and is in the Communications Center only 4 hours.)
Additionally, Colonel Noyes recently assigned a Trooper to the Governor’s Executive Security Detail. This Trooper resides in Troop F, which is essentially Coos County. If memory serves, the Capitol is in Concord, which is Merrimack County. The Governor’s personal residence is in Newfields, which is in Rockingham County, as in the opposite end of the State. With mindboggling decisions such as these, it is of little wonder that Noyes has been shown the door.
The failure of Nate Noyes as Colonel could have easily been predicted. His entire career has been a gift from first Colonel and now Commissioner Bob Quinn. As Colonel, Quinn was oft heard saying that Noyes would at least be a Captain before Quinn retired.
No one can possibly know what it was like for Nate to grow up after his father, Sergeant James Noyes, was killed in the line of duty. That said, the tragic loss of a parent does not qualify one to serve as the Director of a State Police agency. Once again, Bob Quinn’s decision to promote based on cronyism has come back to bite the Division squarely on the ass. Noyes is out. While we can celebrate this fact, the future looks bleak. The Division’s “bullpen” isn’t exactly full of Cy Young candidates. More on that in a coming edition…

Because we are shameless here at RobbiLeaks, we are going to shift into overdrive and take yet another victory lap. This one is because we can now confirm that Commissioner Bob Quinn iscurrently under FEDERAL INVESTIGATION! Go ahead. Read it again. It sounded so good the first time that you will definitely want to read it a second.
RobbiLeaks can positively confirm that Commissioner Bob Quinn is currently being investigated by the Bedford, NH office of the FBI. Special Agent Jill Laroe appears to be leading the investigation, which revolves around Quinn’s alleged violation of Gary Brockney’s First Amendment Rights. You may recall that Quinn is accused of holding Brockney’s vehicle registration hostage until he removed certain political signs from it. (See “Quinn Pro Quo”) Quinn has denied making the demand. However, Brockney is steadfast in his accusation. Quinn has yet to explain why, if he didn’t do this, he felt it necessary to meet in person with Brockneyat the State Police Troop E Barracks in Tamworth. He also can’t seem to explain why the cell phone number of DMV Director John Marasco (who served under Colonel Quinn at State Policeand answers to him as DMV Director) is all over Brockney’s cell phone call log.
We aren’t exactly holding our collective breath in the hopes that anything will come of this. Quinn has proven a slippery character thus far. The FBI in New Hampshire answers to U.S Attorney Jane Young, aka former Deputy NH Attorney General Jane Young, aka the person who used to sit right next to Bob Quinn while serving on the Commission on Law Enforcement Accountability. (Ironic, right?) Young and Quinn have worked closely in the past. Frankly, the NH FBI Office should have conflicted out of this investigation and referred it to either Vermont or Albany, New York. Nevertheless, the FBI has seen enough to at least warrant an investigation into Quinn’s conduct. It will be interesting to see how this plays out.
Governor Sununu is well aware of Quinn’s shady conduct and yet continues to stand by his man.One can only wonder what former President Donald Trump might say about it when he campaigns in the Granite State. Time will tell.
Speaking of His Excellency, Governor Sununu, RobbiLeaks is going on the record and predicting that Sununu will NOT run for President. Chris may not be terribly bright, but he is smart enough to know that getting his ass soundly kicked in his own state would likely be the death of his political career. New Hampshire has plenty of big game in the woods. Bears, deer and moose all inhabit the Granite State. We have no need for RINO’s, and Sununu would fare no better than third place in a truly conservative field. He might not even finish that well.
